Nigeria Boreholes: Licensing Reform Under Discussion (2023 Report)
Nigeria Boreholes: Licensing Reform Under Discussion (2023 Report)
Short piece based on one report. It describes a process in 2023, not a current law.
- The Nigerian Integrated Water Resources Management Commission (NIWRMC) was leading a revision of the 2004 Water Resources Act, focused on Article 11 on licences for drilling water wells.
- Sections 11 to 19 were under review: licence issuing, fees, powers to set extraction rates, penalties and regulations.
- The aim was to penalise unlicensed water users, including those drilling without a licence. Officials cited uncontrolled drilling and a lack of reliable data.
- A consultative forum involving the states was planned. The meeting was discussed on 10 July 2023.
Not verified: whether the revision passed, current licence fees, and state-level permits. A Guardian Nigeria headline about Ogun State licences appeared in search results but was not opened. Check with NIWRMC or your state water agency, and use a registered driller.
