Philippines Deep Wells: Water Code Sanctions and the Metro Manila Moratorium (2019 Report)
Short piece based on one PTV News report dated 14 March 2019 about the National Water Resources Board (NWRB).
- PD 1067, the Water Code of the Philippines, sets sanctions for illegal well construction and other acts that threaten groundwater.
- NWRB Resolution 001-0904 (2004) set a moratorium on new deep wells in Metro Manila to limit over-extraction.
- Wells ordered closed cannot reopen without NWRB approval.
- Reopened deep wells of critical facilities such as hospitals may be used only as backup during commercial supply interruptions, under NWRB monitoring. Use without an interruption leads to closure and fines.
Not verified: permit rules outside Metro Manila, household exemptions, and anything changed since 2019. Check the NWRB or your local water district before drilling or buying a pump.
